Recreating Boot Device from Backup

I'm using NT Backup on Windows 2003 Server 64-bit and backup the boot volume
and System State. I then restore to an alternate device, with the
intention to migrate this to boot device. On restore, I see that even
restoring System State, none of the registry files in
c:\windows\system32\config are being restored. What is the trick to
restoring the complete boot volume, including System State, to an alternate
drive?

I cannot use Dynamic Disk to mirror on this computer. I installed Symantec
Storage Foundation Basic, and it successfully managed to break dynamic
replication of the boot volume.

you probably have the restore settings set to "Do not replace the file
on my computer (recommended)" instead of one of the other two
overwrite options

No, we selected Overwrite Always, and how would this explain the result
anyway, because the defective I am reporting is the *absence* of a file at
the destination, not an older version. NONE of the registry files are
being restored.
