That's not how it works. CALs are issued for a period of time. If unused
for long enough, they are returned to the pool automatically. If you stop
using one machine (M1) and start using another (M2) while maxed out on
licenses (allowed), then M2 will get a temporary CAL. If you have actually
stopped using M1, then its "real" CAL will eventually be reclaimed. When
M2's temporary CAL expires, it must get a permanent CAL. M2 will be issued
the CAL originally belonging to M1, and everything works as expected.
In your case, you are using more than 5 machines for an extended period. M1
from our previous example never relinquishes its CAL (since it is still
using it), and when M2's temporary CAL expires, it exhibits the error you
mentioned in your first post. You are trying to use more CALs than you paid
for, and you can only do that for a month or two before it comes back to
bite you.
Reclaiming CALs manually is not supported since the temporary CAL mechanism
allows for machines to be replaced. If the temporary CAL mechanism stops
working, it is because you are using too many machines at once. Since you
are using more than 5 devices, and must purchase more CALs if you wish to
continue.
