Windows Server 203 R2 SP1 - Insufficient system resources

The following server has Oracle installed on it, but running 32bit OS.
The following events are found with the event logs and the server is now
encountering very poor performance.

Prior Microsoft case last week, indicated the Memory “Free Page Table
Entries" were the issue and recommended that the /Userva=3000 switch added to
the Boot.ini file. Everything ran fine for a weed, but this issue is now
back. I have checked with perfmon and the “Free Page Table Entries" are
16,750. I have also opened a new Web case with Microsoft, but looking for
anything that might lead me to a final resolution. I do know that if I reboot
the server that everything will be fine, but for how long. Thanks for taking
the time to read this and help.
