That sounds strange indeed. Generally, if you want to monitor peoples'
website use, you use a proxy server with this sort of reporting built in.

If you can't see \\server\profileshare\username\cookies at all, then there's
a problem.
If you see the folder and it's empty, but from the same computer you can see
\anotherusername\cookies, perhaps username has deleted them, or has software
that deletes them.
Or perhaps they're having roaming profile problems & you need to check their
workstation's event logs, etc.
