cant open any .msc

when i remote desktop to the server running AD i am not able to run any .msc. it tells me "Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item" even though i log on as administrator. it does run if i right click and run it as administrator or add and run it by adding to mmc. i need help with this.

It has to be due to restrictions on RDP. I would login to the server and see if you have the same problem.
