How to make a domain name

Hello, I am new to windows server and have installed windows server 08. I am hosting 2 websites and using no-ip for a free domain. With windows server 08 is there any way that I can create a domain name for free? (not www.mysitename.no-ip.com but www.mysitename.com) If it can be done are there any tutorials that you would recomend?

You have to buy the domain name. Windows 2008 doesn't create domains. It serves the content.
