Users do not have privilige to change "forced password change"

Hello,

After I create a user account and set the "User must change password at next logon" option, the user encounters a message indicating they do not have enough privileges to change the password!

What am I doing wrong?

This only happens on occasion - no rhyme or reason that I can see.
