2 Server Environment - W2K3 & W2K8

Is there an order to installing a second domain controller (Server 2008) in an existing domain (2003 Server)? I see directions about how to do specific steps on the Microsoft website, but I am unsure which steps should be done before other ones. I guess I am looking for an ordered list:
1. Setup Partitions on New 2008 Server
2. Do ADPREP on the existing 2003 Server (/forestprep & /domainprep /gpprep)
3. Setup DHCP Role in New 2008 Server
4. Join the existing domain with 2008 Server
5. Add CALs if appropriate
6. etc

As an example, I wanted to add CALs before joining the domain, but I cannot find anywhere to add them when I am just in a workgroup. I am sure it will be apparent when I join the domain. Since I have mostly small customers, there are very few of them that have more than one server in the domain, and many of my customers only operate in a workgroup setting. Migrating DHCP, sorting out DNS on 2 servers, and other things - there must be a preferred order to do these activities.
 
I completed the install of Server 2008 alongside the Server 2003 a couple of weeks ago. The Global Catalog replicated fine on the new Server 2008. I do have some DNS issues - apparently I do not have a good handshake between the two servers in DNS. The customer only uses either server in a "workgroup" environment, even though I have the domain already set up. I will read up on Mark Minasi's "Mastering Windows Server 2003" book for clues abut the DNS issue. The DNS error code I am getting is 6702. I do not do many multiple server installs, so it takes me a while to understand the jargon in the Windows help and Microsoft Support.
