Multiple Ftp's With One Static Ip

Hey all, I am new to windows 2008 and having trouble with getting my hosted website to be able to FTP in my box.So what i want to do is this. Say i have five website being hosted and i have two static IP's . I cant figure out how to have each webiste aka a different user/customer be able to ftp into there root folder . I am only able to setup one ftp that works. I have research and tried the virtual ftp thing but not sure if that's what i need or could it be that i need to set up a whole domain of users and stuff? any help, thanks in advance

Set up sub domains and use host headers in IIS to use multiple sites with 1 or 2 IP's.
