Windows Server 2008 Dropping Packets

Hey guys,

I am new to this forum, so hey everyone. :)

I have just setup a Windows Server box, setup RRAS, DNS, and DHCP, which is all working fine. But it seems to be running slow, for the first few seconds to any service.

Running a tracert to google produces this:
