shared drives disconnect from host

i have server 2008 not R2 installed 32bit processor. i have windows 7 and xp on other hosts not on a domain nor is the server a domain server. the issue is when i connect from a windows 7 or xp pc to a shared drive on the server the connection gets disconnected either the open shared drive folder drops the connection and also my remote app that i connect to server 2008 with drops as well. not sure what the issue would be.
 
it must be somehting to do with the network nic card or something else because when i go to the server via \\servername my dameware app disconnects. this is a reg issue maybe need help

A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
 
sorry how do i issue that shared path command

i get to the server via unc path \\servername and i have two shared drives.
 
i also get this after the connection disconnects from the remote app. for example right now i am uncompressing an iso file from the E drive and putting in on my local drive windows 7 and the shared folder is still open. i do a ping this is what i get.

Mhhhh there's a problem with you NIC (server's side), I can't understand why you have a ping of 2-4 ms... is too much in a LAN.
