Just in case anyone is intereseted the solution the problem was the ATI
graphics card drivers. I have a habit of always downloading and
installing the latest drivers for Motherboards and Graphics cards etc
as per all good advice. The latest version of ATI drivers give a
problem. The drivers from the CD supplied with the card work just fine.

Hope this helps someone else in the future, took me a controlled
reinstall to find this and RDP test at each step to find this.
