Bootstrapper (distribute)

I am trying to run setup from Bootstrapper sample but get an error "Invalid command arguments". Documentation doesnt mention any command line at all. What should I use?
I need it in order to automatically install Framework when necessary. Help says that I only need to change INI file but it doesnt work.
