Maybe an easy question...

Ive got an application Im running in the system tray when minimized. When a user hovers over the icon in the system tray Id like to display some data from a file. In the background, every 30 mins, Ill be hitting a web service to get the latest weather data and writing a file with that data. So the data Ill be pulling from is that file.

Does anyone know how to bring up a little "balloon" looking item on the desktop with the information from that file? Thanks in advance.

Innovasys makes a product called Popup Alert .. not exactly a balloon, it looks exactly like MSN Messengers popups ...

Heres a newsgroup posting by some people trying to get the same functionality. It involves calling an api and optionally subclassing to receive the message when the user clicks on the balloon.
