Please could someone inform me why by default, Windows does NOT delete
all temporary installation files from the C:\WINDOWS\Installer folder?
I have a number of servers within a farm here that have over 30 GB of
disk space eaten up through temporary files. I assume it is safe for
me to delete everything in here?

While we are about it, is there any option within microsoft update
that can mitigate the affects of this bug?

Nick,
Browse for Windows Installer Cache and then decide what you want to do.
The real Temporary files (as opposed to cached installation files) are in
the user or system environment variable %Temp%
