RE: Windows cannot load dvd driver error code 39

I don't really like that article. You have the potential for breaking
other things that are installed when you follow these steps.
Those registry values contain Filter Drivers. Those drivers affect the
operation of drive and capabilities presented.
What can happen is that an application is removed or deleted the filter
driver associated with that application now is not functional or that
filter driver itself is corrupted, missing, etc.
Since those keys can each contain multiple filter drivers, you can and will
break OS functionality as well as other applications.
Care should be taken to look at all the drivers listed on each of those
entries. The entries should be backed up, so that values can be added back
to restore lost functionality.
For example burning capability may be missing after deleting those entries,
either OS or applications that support burning may be broken.
Certain types of media that require filter drivers for support, may not
longer be legible. Some DVDs may work, while other DVDs may not work.
Care should be taken when running these steps.
