Is there a way to allow a user to enter text into a drop down list?

I have a list of programs, but I also want to allow the user to enter a program that is not in the list. Any thoughts.

Not a good suggestion by at least it can do: Use ActiveX

(I dont think current HTML can do it without ActiveX)
