more an internet explorer question

hi this may not quite be a .net ? but maybe someone has an answer.
when im navigating any site and click on a link to open in a new window ( eg: if someone posts a thread on this board and you click it , it opens up in a new window ) nothing happens :-\ , since i rebooted a few days ago i click a link and i just stay sat on the page im on , the link wont open in a new window ( or the same window ) , so far ive tried rebooting many times , ive updated any needed xp files ( im on xp home edition ) ive tried resetting all my ie settings and security settings but im completely baffled.
maybe someone knows of a problem with ie and a fix?

Ive had this happen to me before, the open in new window function just doesnt work at all. I cant remember what I did to fix it, but I remember the answer was in the Microsoft Knowledge Base.
