My question is this can I have a user navigate to a website and then using a webform import there contacts located in the outlook database running on there client PC.:D

You want to let user "upload" their "outlook.pst" file? I will prefer let the user export their address books to certain format of file, then upload it to your web server... you need to have a process to read their contacts from this file....

No Input from the user

I dont want to have a one way upload i am looking mre for something like a sync between the website and the outlook client

You need to clear the Internet architecture, there is no way to web application to access client Info, except Cookies. (If they can, then properly nobody want to access Internet because they can do anything to your harddisk...)

You need to let user trigger something... like select the file in their harddisk and press the "Upload" button, then only you can access to this file...

Like what you said "import" their contacts, also mean "upload" their contacts right? actually they should be the same.... or I misunderstanding your problem?
