URGENT installutil.exe is missing

I need to install a windows service that I made but I cannot find
installutil.exe. I cant even find it on my install CDs our any where on
MSs website. Does anybody know where I can get a copy?

It comes with the framework, when you install it it should be in the Frameworks folder. So if the user downloaded the framework he/she should have it.
