Recycle Bin icon problem

I want to change the Recycle bin Icons ( Empty and full )

in the registry there is this entry :

HKCR\CLSID\{645FF040-5081-101B-9F08-00AA002F954E}\DefaultIcon

(Default) String (icon for empty state)
Empty String (icon for empty state)
Full String (icon for full state)


if I change them to a new *.ico , it doesnt change the icon ...

WHY ?

I have Norton Utilities Installed , maybe it has something to do with it ... Although, I have Disabled "Norton Protected Recycle Bin"
