That link may help. Simply make sure, "\System Volume Information" is
NOT read only. Also, if that does not help, try this method (originally
for Windows Server 2003, but works with Vista as well):

I did both, and am now able to create system restore points.
P.S.
Also make sure "Volume Shadow Copy" is not disabled in your services.
