Invalid ActivexState exception

Can you help me with the following code,
iam using an Microsoft Web Browser Activex Control to print a HTML Document.
Code goes like this:
Dim a As New AxSHDocVw.AxWebBrowser

a.Navigate("d:\workrequest.html")
a.ExecWB(OLECMDID.OLECMDID_PAGESETUP, OLECMDEXECOPT.OLECMDEXECOPT_PROMPTUSER)
a.ExecWB(OLECMDID.OLECMDID_PRINT, OLECMDEXECOPT.OLECMDEXECOPT_DONTPROMPTUSER)

It gives the error InvalidActivexState at statement a.Navigate()..
can anyone help me out???
