With a question as vague and open ended what kind of answer did you expect?
Tutorial in what way? Dll to do what? What language?

Doesnt matter what it does. I just need the basis of writing and using one. Also the language is VB.NET like it states in my question.

DLL in .NET is nothing like DLLs of the past. There isnt much to learn except for its concepts.
