If this is effecting more than one system then it sounds to me like its a
Group Policy as it may be a central config, as suggested you can see where
the settings is applying from using RSOP. This setting can be controlled from
computer config / windows settings / security settings / local policies /
user rights assignment , then look for "shut down the system". I use this to
control Terminal Servers shutdown.
