be prepared to pay some money!!!
You are going to pay for the geodata as well as the tool.
But that goes for any GIS.

But MapInfo is a fantastic product, much easier to use than ArcInfo.

MapPoint is a Microsoft hosted web subscription service. The SDK is a methodology for integrating it into your Web Applications.

If you want to manage your own maps in non web applications, MapPoint is not for you.

what you are looking for is something along the lines of MapX from MapInfo:

Have you used map point? Its just a webservice, its essentially remoting... Youre not limited to developing web apps, you can make a console app, windows service, whatever. The only thing that is required is http/https access, which most firewalls allow. have you even checked out the sdk? Im not gonna say anything about mapinfo b/c Ive never seen it but they probably use a similar design/methodology.

The Link you sent is to the MS MapPoint Web Service, an OnLine service product from Microsoft. (How To Buy)

It does appear there is a desktop solution. The technology is probably very similar to MapInfo and/or ArcInfo, who are the industry standards for GIS,
Microsoft is the relative new player in GIS, but probably just as good. At any rate. None of the Desktop solutions are going to come with regional geoobjects, you will have to purchase them separately.

GIS is one of the most costly information technologies out there. Depending on the desired granularity, resolution and extents of your geodata you can easily spend 10s to 100s of thousands of dollars on the data alone. But if used properly can be extremely lucrative!
