OS Version without WMI

As I understand (which could be very wrong), Windows 98 does not support any WMI calls as WMI was not included with it. So, how can I know if the users OS is Windows 98? Try, Catch, End Try would probably work while using a System.Management WMI call, but is there a better way?

Is 5.25.625 good for both first and second editions of Windows 98?
