Possible to request reading a stream from a specific size ?

I was reading dynamic sysops code for downloading files, so far nice, but i was wondering if its possible to pause and resume? I baiscally i think what would need to be done would be to write the stream read so far to a file, and then when you want to resume, read the stream back in, and get the file stream size and minus with the stream size of the file, and request the transfer from the specific, size, would this be the approach?
