IP UDP Packet Encoding

I have a piece of equipment I need to send data to in the form of a UDP packet, But the packet has a specific header and other information. I can capture a sample packet but Im not 100% sure how to decode it into what I need to know. Here is an example of the packet sent with no additional information added.

Basicly the packet is an ID3v2.3.0 tag as a upd packet with a different header. I am kind of answering my own question a bit but here is what I know. I have document that shows id3 message structure but I dont know how to set it up and send it as a UDP packet with the header I want.

Am I making sence? Any help would be great. I am looking through the MSDN as I type this. I am working with VB.Net.

Thanks for all who stopped by, I was able to obtain a dll file from the company who maske the piece of equipment, they sent it to me so all is well.
