Sending MIDI notes

Here is what I am want to do. Receive data from a serial port or TCP and have my applicatoin send a MIDI note to the MIDI interface on the computer. I know that I can buy a controller but in my situation that is too bulky. I have been looking for examples on how to program this but I havent found a good example of this. Can any one help and lead me int the right direction?
