whatsthishelp in .net??

HI,
i want to implement "whatsthishelp" functionality on a button in .NET
The problem here is, i want to do this when the button is in disabled mode.

I am trying to do this using helpprovider, but couldnt get it through.
Any pointers how to achive that.
