VS2008 deployment project not installing right when old version exists

Hi. I have a service project in C#. If I install it on a clean box, it works and installs fine. Post install my shortcut appears on the desktop (to a user-interactive info display mode for my service), the service installs and starts fine and the .exe
is present in the app folder.<br/>

If I install it to a box that has an older version of my program, it stops and removes the old version. It creates the app folder but only puts my program.exe.config in it. A shortcut appears on the desktop, and when I double click it I get an MSI installer
window. A progress bar goes across then the app shows up, the service is installed and started and the .exe is in the app folder.<br/>

Any idea why it requires the user to run that shortcut? I want it to work as if its a new install; create the service and start it immediately. Thanks!
