Cannot create C++ project targeting Windows Mobile 6 in Visual Studio 2008

I recently upgraded to Visual 2008 Version 9.0.30729.1. I am using 32-bit Windows XP Version 2002, Service Pack 3.
When I attempt to create a new C++ Smart Device Project, the Win32 Smart Device Project Wizard does not present an option for the Windows Mobile 6 standard SDK. It does present Smartphone 2003 and Pocket PC 2003 as installed SDKs.
I am able to target Windows Mobile 6 when I create a new C# project. I am also able to create C++ projects targeting Windows Mobile 6 using Visual Studio 2005.
I have tried re-installing both Visual Studio 2008 and the WM 6 SDK, to no avail. I have also tried creating a C++ project using VS 2005, then converting it with VS 2008, but it complains that the project references an unsupported configuration.
