disable ts auto discovery of Enterprise License Server

We have a large enviroment that has a few entities that have a tendency to
bring up unauthorized terminal sevices and connect to our Enterprise
Terminal Server license server. Is there a way to limit license requests
from only particualar terminal servers or is there a way to setup a terminal
server to only use a particular license server and not autodiscover
Enterprise licenses when it runs out of licenses?

Yes, you can do both.

On the TS Licensing Server, define a License Server Security Group
and make your "trusted" Terminal Servers members of this group.
This is easiest done i a Group Policy:

Computer Configuration\Administrative Templates\Windows Components
\Terminal Services\Licensing
"License Server Security Group"

On a Terminal Server, you can define a specific LS and it will not
use the automatic discovery process. You can do this in Terminal
Services Configuration - Server settings, or a GPO:

Computer Configuration\Administrative Templates\Windows Components
\Terminal Services
"Use the specified Terminal Server license servers"
