Isolated Storage can not delete file

I run my .net application on citrix server. I login to one user account, create a file and i logout. Then i login to another user account, and try to delete that file, it wont delete. I thought Isolated Storage did not care user access permissions. Why cant i delete that file?<br/><br/>Thanks
