Unable to logoff

I'm hoping someone has some ideas because I haven't run into this before.
I have a Windows Server 2003 Enterprise SP2 server. When users or
administrators try to logoff nothing happens. You can click on logoff and
the confirmation prompt pops up but when you click OK you are returned to the
desktop.
I checked the Event Log and the following entry is entered..
EventID: 1073, Source: USER32
"The attempt by user XXX to restart/shutdown computer XXX failed."

I have tried logging off from the command line with no success. The only way
to logoff has been to open Task Manager, go to the Users tab, highlight the
logged in user and click logoff.
This seems to only occur from the console...when I login using Terminal
Services I am able to logoff.

Any ideas?

Hi,

Check Task Manager to see what process or program that may be stopping the
log off. Also, there may be a program or process that may be using lots of
memory or cpu time.

Don't rule out viruses/spyware!
