Terminal Services CALs installed and activated, but aren't being u

Hello there...

This issue is occuring on Server 03. As I described in the subject, there's
two Terminal Server CAL 2003 5-license paks we installed, 5 are part of the
Open License and 5 are a Retail pak. They're installed and Activated, but
for some reason it doesn't use any of them. It will not allow more than 5
users to connect...

I tried to do a phone activation with the Retail pak to see if doing that
and "reinstalling" it will kick it in. Yet it does not, and now it shows 15
total CALs... 10 retail, 5 open :)

I'm completely confused as to why this is occuring. When it first happened
the machine was SP1. It was updated to SP2 but that didn't do anything but
correct the error in the Licensing program itself. I've done research and so
far as I can tell from this point, the only option I know is to uninstall and
reinstall licensing.

Any help is appreciated, thanks... I'm almost totally burned out on
investigating this issue.

You'll have to provide some more information:

* which types of TS CALs did you install, Per User or Per Device?
* in which licensing mode is the Terminal Server, in Per User or in
Per Device licensing mode?
* which error message do you get when your connection is refused
(*exact* wording!)
* which EventID, with Source and Description, do you see in the
EventLog on the Terminal Server when your connection is refused?
* in TS Licensing Manager, which entries do you see, apart from the
installed License Packs? In particular, are any temporary licenses
issued to clients?
* can you connect with a maximum of 5 users, irrespective of which
workstations they are connecting from? Or can you only connect from
5 specific workstations?

Per user CALs
Per User Licensing Mode.

"The license pak has already been installed on this server"

"This computer can't connect to the remote computer. Try connecting again if
the problem continues, contact the owner of the remote computer or your
network administrator"

There's an "Existing Windows 2000 Server Terminal Services CAL Token (per
device)" that says Built-In and Unlimited Total and Available, with 0 issued.

Maximum of 5 users, no matter where they connect from. They're all RDP'ing
in to use an application, from different computers and two different
locations.

Per User licensing is currently not managed, so you don't have a
Terminal Services licensing issue. Moreover, if 5 users can
connect, irrespective of which client they are connecting from,
then you have a problem with server CALs, not TS CALs.
Server CALs are per concurrent session, TS CALs are not.

You must have an Event somewhere in the EventLog on the server
telling you so.

To get rid of the problem, you have to:
1) check that you have a valid server CAL for every client or user.
Note that each connecting client or user needs both a server CAL
and a TS CAL.
2) stop and disable the Licensing Logging Service on the server.

Yep, that's right. We have the TS CALs, but on checking SERVER CALs there's
only Five. So it's time to purchase 5 SERVER CALs for them.

There are aspects of Server I'm still learning, and Licensing was a mystery
to me up until a few days ago :)
