How to allow share administrator to create shared folders on domain controller

Hello!

I have windows server 2003 domain controller. I want group of users to
have access to shared folders only to create and manage shares. Is it
possible and if yes, then what I must do.

I'd like them to use Computer management to do this thing

If I add them to group Server Operators then they have too much
permissions.

Can anyone help me?
