Windows Vista Windows Mobility Center and Vista Basic

Hello, maybe someone could help me out here. I am thinking of getting a
laptop with vista basic preinstalled, and I was wondering whether it will
support a mobility center features.

And here I'm confused - on the comparison table:

it says it is not supported in vista basic, also on this page:

http://www.microsoft.com/windows/products/windowsvista/features/details/mobilitycenter.mspx

it also says that mobility center is available only for premium editions of
vista (which basic is apparently not)

it says that mobility center features apply to vista basic edition as well?

And, if you search Google, people speak about 'partial support' of the
mobility center in vista basic, but nobody knows what's the difference
between 'partial' and 'full'?

You may with a lot of tweaking get mobility centre to work with Basic but for
my money it is not worth the trouble and heart ache if you want mobile centre
by a version that will support it fully in in it's own right. It may cost a
little more but it is better in the long run.
