Detecting USB device insertion using C#

I want to detect USB device insertion.I got several tutorial on this but my situation is little different here.In my case, the device is already plugged in into the USB drive before power up.When i power up then my code should detect the insertion of USB device.Whatever tutorial i got in the net are not explaining this situation.The tutorial in net are assuming that power is already up and then after we are pluging the USB Device.
I have to do this Today only.Please help me out.
