those various contrived shortcuts? It's best to use the menu. Shortcuts
don't allow the ShellIconCache to get rebuilt. Also, maybe check this

However, in my Win98SE, Desktop Icons appear to be unaffected by
NoSaveSettings. Anyhow, try this...

That is,
(a) Click plus signs, beginning left of "HKEY_CURRENT_USER",
& ending left of "Policies".
(b) Click "Explorer" in the left pane, & look in the right pane.
(c) R-Clk "NoSaveSettings", if there, in the R-pane, & select "Modify".
(d) Change it to all zeros... 00 00 00 00.
Right-Arrow to left of "01", use delete key, type "00".
(If in DWORD format, just make it a zero.)
(e) Exit, & it may be necessary to reboot.
Also, report everything you see there, except for CDRAutoRun &
NoDriveTypeAutoRun.

Well, I see glee has an article for you. You may actually be
experiencing a different "disappearing icon" phenomenon than the one
glee & I think.
Actually, no icon should disappear, EXCEPT the little ones to the left
of folder & program names seen... in Explorer (left & right panes), in
file selection dialog boxes, & in the START menu past the first layer.
(The 1st layer is fine!) Other icons will change to the "flying windows"
icon-- notably in the Control Panel. BUT I haven't seen icons disappear
from the Desktop or even change. Also, they don't disappear (or even
change) from the Tray, QuickLaunch bar, or the Taskbar. And I've just
tried it again to see!
There was something else that did cause icons to disappear from the
Taskbar. It was the "Friend Greeting" thing...
