Changing IE Security Levels for Quickbooks 2007 on Terminal Server

I am trying to run Quickbooks on a Windows 2003 Terminal Server. Quickbooks
wants me to change the security level for "Internet" to Medium. The system
will not let me do this.

How can I change this security level. As an alternative, how can I stop
Quickbooks from warning me about this every time I start a session?

So you have the issue described here, is that correct?

123869 - Message: "An ActiveX control on this page is not safe" or
QuickBooks Centers are blank

If the settings in IE on your Terminal Server are greyed out, it is
most likely caused by your Internet Explorer Enhanced Security
(IEES) settings. Check your GPOs, under the Internet Explorer
Maintenance Extension.
