Is Microsoft moving away from formal XML?

There are schemas for the InfoPath 2007 file definitions, but nothing for 2010. Many schemas havent been updated since 2003, and trying to find schemas for other products is difficult. The absolute low point is the description of the config.xml file for

"XML elements in Config.xml begin with an angle bracket (<) and end with a forward slash and an angle bracket (/>)."
...apparently assuming someone installing SharePoint has no idea what XML is. And of course, there is no schema available.
Much of these complex documents detailing how xml files work for various products could be made much shorter if the definitive XML schema were provided and adhered to. But that doesnt seem to happen.
