Moving COMMON SHELL Startup to Default or local User startup

Folks, I have an application (WCSTART) that is used by operators to prepare an auto startup of desktop applications. Its designed for startup the suite of integrated applications in Desktop mode (not Windows NT services mode).
wcStart was first designed to add itself to the COMMON USER Startup folder with a /RUN command line switch and now that more people are using RDP, when a new RDP session starts, it begins yet another wcStart /run.
I am updated it so that its will only first setup itself on the current user which would be part of the administrator login and CD installation.
What I am looking for is the proper upgrade logic the next time it runs to basically move the startup from COMMON to USER. I have done that in my initial test code, but that doesnt seem right.
I basically need to have it change it so that its no longer common and only for the local administrator account.
Or maybe have it skip the auto startup if the session is under RDP?
Any suggestions?
