Application wizard not working on Visual C++ Express 2010

When I try to create my first project on Visual C++ 2010 Express I am unable to get the application wizard to come up after I have entered a name for the progam/project.
I have looked at many tutorial videos, looked at instructions for using Visual C++ on a text book and at the risk of repeating myself, an official microsoft tutorial video.
They all say to create a new project by chosing Win32 Console Application, enter a name for the project and a location for it then press OK. At this point the application wizard is supposed to some up.

What happens when I get to that stage is that it creates a file called "default.htm" and propmts me to either open or save it. This eventually takes me to a browser page that has a default view of the application wizard, but it is not functional. This event
is on none of the video tutorials. I am totally confused why it behaves differently for me. Is there a known issue with a known fix as this surely cannot be right.

I cannot believe I will be the first person this has happened to. So I am assuming someone will have the relevant advice so I can follow microsofts own tutorial video for starting to use Visual C++ 2010 Express.

I have noticed a thread which reports a similar issue (I didnt go into detail about "<span style="color:#333333; font-family:Segoe UI,Lucida Grande,Verdana,Arial,Helvetica,sans-serif; font-size:13px; line-height:16px Navigation to the web page was
canceled" simply because there should be no navigation to a web page as it shouldnt be creating a browser page to be navigated to. So before it is suggested I will state, my default browser is chrome, I do not use IE for anything so IE7 IE8 or anything IE
cannot be the problem here as it is opening a chrome browser window and as I say, in all the video tutorials including the official microsoft one this event is not there. I can provide links to many videos but I think only the official microsoft one will be
neede3d in this case if I need to. Just let me know and I will dig up the url for it a post.
