Legal issue with C# (I can't use it... but I can?)

So, Im brand new to visual studio. Ive worked with other IDEs like Eclipse and SharpDevelop, but I want to develop in Visual C# and XNA 4.0. So this is a problem that I have. I downloaded a Windows Phone SDK. Although I do not plan to develop for the
Windows Phone, I wanted to see what this SDK looks like in general. Right when I saw the kit, I noticed that it came with Visual C# Express. I opened it up and while it was loading, it said that Visual C# Express can only be used for "evaluation purposes".
This, to me, means that I cant use it to develop with it and actually put up my creations online whether it be for free or for sale. But, if youre not allowed to use it to develop things to sell or put up for free, why include it in an SDK? Is this just
a trial version or something? Another thing I noticed is prices. The XNA subscription is $99 per year, and it says that they give you free tools to develop for the Xbox, Windows Phone, or for the PC. But then I checked the prices on Visual C#, and it said
that it is between $800 and $12,000 for anything above the Express edition. I do have a hard time believing that every Indie game developer on XBLIG is able to afford such a program to post their things. So am I allowed to use Visual C# to develop to have
others download my software, or do I need to purchase the Professional edition. Much appreciated (^ -^)/
