SPD 2007 and SOAP Web Services

My question is how to build SOAP client from Sharepoint Designer 2007, to call the XML Web Service for example "GetCurrentExchangeRate " method, and build dataview web part. There is "non standard" authentification, and I have username, password, LicenceID.
Im not sure how to pass it. Please help!<br/>
