HELP! Permissioned denied to logon to Virtual Windows 2003

All ~ I have a windows 2003 box (using Microsoft Virtual Server), and no
matter what permissions I give, I get "To logon to this server, you must
have terminal server access permissions..." However, everyone has full TS
permissions to this server. Doesn't make sense!!

Any ideas!?

What is the role of the server? Stand-alone in a workgroup, member
server in a domain, DC in a domain?
Are the users members of the Remote Desktop Users group?
Is the server running plain Windows Terminal Services, or is it
running Citrix on top of TS?
