How to compress TIF image file using C#

In our application , we need to capture image from USB camera, then save to TIF file, since these TIF image will be imported to another application , so they gave us a criterion to follow, A4 page size, 200dpi , black and white color, TIF format, and size<40k , now I use CCITT group 4 method to compress the image using API which camera device vender provided, it is an activeX control , now the problem is , sometimes we got the tif file which size >40k , about 50k , so I want to know if you have any solution to compress a TIF file to a specific size ? <br/><br/>
