NullReferenceException unhandled by user code

Im getting the following error after I start debugging my program.  
<pre>System.NullReferenceException was unhandled by user code

Message="Object reference not set to an instance of an object."

<br/>It is referring to the line: <span style="font-size:x-small
<pre>pnlDropDownList.Controls.Add(ddl);[/code]
inside the <span style="font-size:x-small CreateDropDownLists method.  Apparently the ddl must be a null object, even though I initialized ddl just before in this same method.  Do you understand why I am receiving this error?  See code below...
